Here is a typical USGS raised relief sectional map covering the same geography at the USGS 1:250000 scale topographic maps. In fact, these sectionals ARE the USGS 1:250000 series maps printed/draped over the raised relief plastic substrate. The roads on the raised relief maps are often out of date and the reason is that USGS does not often update their maps. The point is that you are buying these maps for the topography, not road navigation.
